8. Community experiences of Integrated Development Planning
Planact hosted a GGLN regional learning event on the 11 August 2007 to provide communities with an opportunity to reflect critically on the IDP processes by sharing their experiences and to make recommendations to improve the process.
The workshop was attended by community leaders from the following
informal settlements: Thembelihle, Vosloorus, Diepsloot, Protea South,
Zandspruit and Muldersdrift. The GGLN was represented by EISA, CMRA,
BESG and FCR. A representative from the SA Cities Network, a Ward
Councilor from Vosloorus and an official from the Speaker’s Office of
Mogale City Local Municipality were also present.
There were several issues of concern that communities raised. The main
issue raised was that prioritization of needs was often done without
effective community input. In addition, participants felt that time
allocated for thorough and effective public participation was
inadequate and that communication between the municipality and the
community regarding the IDP process needs to improve. Capacity and
resources were also noted as key concerns.
The participants felt that the workshop was valuable in providing a
space to learn from different experiences and to share ideas about ways
to improve the IDP process so that it can genuinely benefit communities
by more effectively addressing community needs.
